A dozen years and tens of millions of dollars later, much of that makeover remains an aspiration despite oversight from a federal judge and the U.S. Justice Department.

The group assembled in Cell 6 included men who had been held in the Orleans Justice Center for months or years, many of them accused of terrible crimes.

It comes as the search intensifies for five inmates who remain at large after escaping from a different jail in New Orleans.
