A:
It’s free to park your bike on the top of the terrace fence. There were plenty of bikes there. I haven’t heard that leaving your bike there was an issue. Parking for cars is limited.

I think you will be ok with the baby in a carrier, especially if you are tall or at least average height - as some of the concrete steps are quite big. There are side paths to stop on.
